Transparency

Transparency is a critical prerequisite for ensuring organizational performance and effectiveness. At its core, transparency can be defined as openness in communication, actions, and intent, paired with accountability for those actions. However, in today’s competitive environment, transparency must be carefully balanced with operational security. For the Soldiers to Statesmen Foundation, transparency focuses on fostering accountability and encouraging open communication among stakeholders, including donors, sponsors, program beneficiaries, staff, government entities at all levels, and the general public. Within the operational framework of the Soldiers to Statesmen Foundation, transparency is further categorized into two key areas: knowledge of the product and knowledge of the process. Knowledge of the Product: This encompasses details about scholarship recipients, events hosted, and the goods and services provided to awardees, the local veteran community, and the student body. The Foundation is committed to maximizing transparency in this area, ensuring stakeholders are well-informed about the tangible outcomes of its efforts. Knowledge of the Process: This includes information on funding sources, such as where financial support is obtained and how much is received, along with detailed accounting of how funds are allocated and utilized. Transparency in the process also extends to decision-making, providing stakeholders with insights into the rationale behind decisions, and offering open, accurate reporting on the outcomes of the Foundation’s advocacy and action-based programs. The Soldiers to Statesmen Foundation strives to uphold the highest standards of transparency, ensuring all stakeholders have access to the information necessary to foster trust and collaboration in pursuit of its mission.

Accountability

Entities involved with the Soldiers to Statesmen Foundation will be held accountable for their actions and openly acknowledged for their contributions to the Foundation's operations. Accountability will be measured, in part, by assessing whether entities act in alignment with the Foundation's core values and established procedures, as well as through a thorough evaluation of the outcomes of advocacy and action-based programs. To ensure accountability, the Foundation employs several key strategies, including a clearly defined mission, a transparent organizational structure (including financial transparency), and, where operational security permits, openness in decision-making processes. These measures are designed to foster trust, integrity, and effectiveness across all aspects of the Foundation's operations.

Meritocracy

Merit, at its core, can be defined as the combination of capability and effort. Similarly, meritocracy refers to a system that rewards or positively selects individuals who demonstrate both inherent abilities and the effort invested in developing those abilities to meet the requirements of a given role or task. In a postindustrial, knowledge-based society and an increasingly competitive global economy, the attributes that matter most are intellectual talent, often measured through examinations and demonstrated achievements in relevant fields. Within the operational framework of the Soldiers to Statesmen Foundation, the organization is dedicated to identifying U.S. military veterans who possess the inherent capabilities essential for effective governance. These individuals, through their service, have demonstrated a steadfast commitment to the principles of the United States and the advancement of national interests. The Foundation invests in and develops these veterans, equipping them with the necessary skills to succeed in competitive political campaigns and to craft and implement effective public policies.

Efficiency

At its core, efficiency is defined as "achieving the most with the least." Given the economic scarcity that characterizes today's world, efficiency becomes even more critical. The Soldiers to Statesmen Foundation prioritizes efficiency not only to maximize the quality and quantity of services provided to U.S. military veterans but also to ensure responsible stewardship of the financial and material resources entrusted to it. To measure efficiency, the Foundation applies a conceptual framework inspired by NASA’s principle: “good, fast, cheap ... pick two.” Given the challenges faced by U.S. veterans and the nation as a whole, coupled with the competitive and resource-intensive nature of the operational environment, the Foundation prioritizes being "good" and "fast," recognizing that this approach is not "cheap." However, Soldiers to Statesmen understands that "expensive" does not equate to "wasteful." Significant expenditures, when necessary, are always evaluated to ensure maximum value for the resources used. This value is assessed in two ways: the intrinsic importance of the endeavors themselves and the efficiency with which resources are allocated and expended to achieve those goals. This approach ensures that every investment contributes meaningfully to the mission and reflects the Foundation's commitment to both effectiveness and accountability.

Objective Research and Analysis

The operational endeavors of Soldiers to Statesmen focus on "policy for science" rather than "science for policy." Too often, organizations and entities engage in advocacy research—pseudo-scientific studies conducted to justify predetermined goals. Such practices frequently lead to suboptimal public policy. While advocacy for specific goals can be valid, it should never influence the integrity of the research process itself. In contrast to advocacy research or "science for policy," Soldiers to Statesmen adheres to the principles of objective research, or "policy for science." This approach ensures that research goals are clearly defined, data is accurately collected and objectively analyzed, and conclusions are reported truthfully. If the findings reveal that an alternative approach is more effective, that approach is adopted. Similarly, if the data does not support the initial premise, the premise is reevaluated, and a new research cycle is initiated. By prioritizing objective research, Soldiers to Statesmen remains committed to developing effective, evidence-based solutions that advance its mission and uphold the highest standards of integrity.

Collaboration: Working Collectively to
Accomplish More

At its core, collaboration can be defined as working together to achieve greater outcomes than could be accomplished individually. Within the operational framework of the Soldiers to Statesmen Foundation, collaboration is approached on two levels: inter-organizational and intra-organizational. Inter-Organizational Collaboration Collaboration with external organizations is evaluated and periodically reviewed on a case-by-case basis. These partnerships are not determined by party affiliation but rather by the alignment of goals between Soldiers to Statesmen and potential partners. This analysis goes beyond superficial or short-term alignments on specific objectives, focusing instead on the long-term net value of the relationship in advancing the Foundation's core principles, organizational goals, and operational effectiveness. In line with the Foundation's commitment to transparency and accountability, and where operational security permits, the details of inter-organizational partnerships are made accessible to all members of the Soldiers to Statesmen community. Intra-Organizational Collaboration Internally, collaboration is inspired by the principles of teamwork as practiced in the United States military. In the military, teamwork is often described as a "force multiplier," meaning that a platoon of soldiers working cohesively can achieve far more than the sum of its individual members. This esprit de corps, a hallmark of military culture, serves as a foundation for the Soldiers to Statesmen organizational ethos. The Foundation incorporates this tradition of camaraderie and teamwork into its culture and operations, helping to address the emotional and cultural challenges often faced by veterans as they transition from active service to civilian life. By fostering a sense of shared purpose and mutual support, the Foundation aims to ease this transition while building a strong, collaborative community. Professional Development and Collaboration The Soldiers to Statesmen professional development program is designed to create highly effective political and public policy teams, akin to Special Forces units in the military. Much like the specialized training that defines Special Forces, the program develops groups of individuals who, while pursuing their academic goals together, learn to understand and leverage each other's strengths and weaknesses. This collaborative approach not only enhances their ability to secure public office but also prepares them to implement effective and optimal public policy once in office. By fostering collaboration at both inter- and intra-organizational levels, the Soldiers to Statesmen Foundation ensures a unified and strategic approach to advancing its mission while building a community of leaders equipped to drive meaningful change.

Ownership: Individual and Group Accountability for Results, Actions and Decisions

Ownership is traditionally defined as the act of taking proprietorship or possession of something. Within the operational framework of the Soldiers to Statesmen Foundation, ownership goes further, representing both individual and group accountability for outcomes, actions, and decisions. In essence, all entities involved in the Foundation are expected to take full responsibility for their actions and contributions to its activities. This sense of ownership is utilized to ensure that all participants not only fulfill their responsibilities but do so to the best of their abilities. Additionally, ownership is embedded within the organizational culture of the Soldiers to Statesmen Foundation to enable real-time assessment of its operations. This approach aims to continuously improve efficiency, reward exceptional performance, and identify underperformers. By addressing such challenges proactively, the Foundation ensures that lagging performance does not hinder its overall mission and operations.

Quality: Commitment to Excellence and the Discipline to Continually Omprove

Quality is generally defined as an essential or distinctive characteristic, property, or attribute that sets something apart in terms of fineness or a high standard of excellence. Within the operational framework of the Soldiers to Statesmen Foundation, a commitment to excellence is reflected in the ongoing effort to enhance the quality of services provided to scholarship recipients, the local veteran community, and the student body, as well as the Foundation's overall operations. In line with the goal of maximizing quality, the Foundation emphasizes identifying and building upon best practices, addressing and resolving challenges, taking full ownership of mistakes, and ensuring they are not repeated. Honest feedback is treated with seriousness and used as a valuable tool for growth and improvement. This approach echoes the principles of Admiral Rickover, who championed accountability and the pursuit of excellence in research and operations.

Student Service: Responsiveness to the Needs of External (prospective) and Internal Students

As former President Lincoln aptly stated, “The philosophy of the schoolroom in one generation will be the philosophy of government in the next.” Recognizing the critical connection between education and governance, particularly in a postindustrial, knowledge-based society and an increasingly competitive global economy, the Soldiers to Statesmen Foundation prioritizes responsiveness to the needs of its scholarship recipients as well as the broader student body. This focus reflects the Foundation's commitment to fostering the next generation of informed and effective leaders.

Purposefulness: Deliberate Action, Focused on the Organization's Goals and Priorities

The Soldiers to Statesmen Foundation was established to address the growing challenges faced by both U.S. military veterans and the nation as a whole. In times of crisis, time becomes the most valuable and limited resource. Such circumstances demand decisive action, but with the critical understanding that decisive action (calculated risk) must not devolve into reckless action (uncalculated risk). In line with this principle, the Foundation’s operations incorporate calculated risk assessments to effectively leverage available resources in pursuit of sustainable, intentional actions aligned with its mission and priorities. Furthermore, the Soldiers to Statesmen Foundation recognizes and rewards those associated entities that demonstrate a strong commitment to effective, deliberate action, supported by accurate and thorough pre-execution analysis.
